International transit
Shipping from Dubai and the UAE to South Sudan via Kenya
Dubai is a trading hub as much as a manufacturing origin, and that shapes both the freight options and the paperwork. The sea leg is short; the documentation needs care.
Two realistic options
Sea freight from Jebel Ali to Mombasa
The standard route for volume. Jebel Ali to Mombasa is a comparatively short sea leg with frequent sailings, so goods arrive quickly relative to an Asian origin. From Mombasa the container moves under transit to Juba.

Air freight via Nairobi
The Gulf to Nairobi air market is busy, which makes air a practical option from Dubai in a way it often isn't from other origins. For urgent, high value or light cargo, flying to Nairobi and continuing to Juba can beat the sea and road route by a wide margin.
The onward export question
Much of what ships from Dubai was manufactured somewhere else and is being exported onward from a UAE free zone or trading company. That has two practical consequences.
Origin is not the same as the port of shipment. For customs purposes the origin of the goods is where they were produced, not where you bought them. If a certificate of origin is required, it must reflect the true country of origin. Get this right at the outset. A certificate naming the UAE for goods made in China will cause problems.
Invoice chains can be long. Goods bought from a Dubai trader may carry an invoice several steps removed from the manufacturer. South Sudanese customs assess the customs value under the Customs Service Act , and a documentary chain that does not support the declared value invites a valuation query. Keep the paperwork coherent.
Certificate of Conformity
South Sudan's pre-export verification of conformity programme applies according to the goods, and certification is obtained in the country of export before shipment.
For a Dubai onward export that means arranging certification in the UAE. Confirm scope before you ship.

Typical leaving Dubai cargo on this route
- Vehicle spare parts and tyres
- Electronics, phones and accessories
- Building hardware, fittings and sanitary ware
- Generators, pumps and small plant
- Textiles, clothing and general merchandise
- Food products and consumables
Several of these are regulated at destination. Vehicles and vehicle parts, electrical goods and anything consumable all attract additional requirements.
