Why Mombasa is different from Nairobi
A Nairobi shipment starts when we collect it. A Mombasa shipment starts when a vessel berths, and from that moment a clock runs. The shipping line gives you a number of free days before detention begins. Kenya Ports Authority gives you a separate free storage period before storage charges begin. Those two clocks are not the same length and they are not run by the same organisation.
Most of the money people lose on this lane is lost in that window, not on the road.
How container detention and demurrage work
The sequence at the port
- Vessel arrival and manifest. The line files the manifest; your bill of lading is the title document for the cargo.
- Declaration. Either a Kenyan import entry, or a transit declaration if the goods are moving on to South Sudan under bond. Under the Single Customs Territory arrangement the declaration is lodged against the manifest and the cargo moves on a regional bond with electronic tracking.
- Delivery order. Issued by the line once freight and any line charges are settled, and after any container deposit has been paid.
- Port charges and release. Shore handling, wharfage and any storage that has accrued. The published KPA tariff applies different scales to domestic and transit containers.
- Collection. The container is picked up from the terminal and loaded for the road.
- The road leg. Mombasa to Nairobi, Malaba, Kampala, Gulu, Nimule and Juba.
- South Sudan entry. The consignee's customs declaration, assessment and release.
