Nimule border requirements: a pre-departure checklist
A checklist to run before the truck leaves, not after it joins the queue at Elegu.
Nimule, facing Elegu on the Ugandan side, is where virtually all road cargo enters South Sudan. A one stop border post operates at the crossing, with officials from both countries at a single facility so a truck is processed once rather than twice.
For the full picture of what happens there, see Nimule border clearance. This is the checklist.
Documents that must travel and must also be sent ahead
- [ ] Commercial invoice, matching the actual transaction, in the currency paid
- [ ] Packing list, piece by piece, with marks that match the physical cargo
- [ ] Transport document, consignment note or bill of lading, correct consignee
- [ ] Certificate of origin, reflecting true country of manufacture
- [ ] Customs declaration, lodged, with the reference available
- [ ] Certificate of Conformity, where the goods are within PVoC scope
- [ ] Sector permits, pharmaceutical, food, agricultural or chemical as applicable
- [ ] Transit documents, where the cargo moved under bond through Kenya and Uganda
Send everything electronically in advance. Paper travelling with a truck is a single point of failure.
Registrations that must be in place
- [ ] Consignee registered with the National Revenue Authority, TIN available
- [ ] Import licence where the goods require one
- [ ] A clearing agent appointed and briefed, with the documents already in hand
Physical checks before departure
- [ ] Seal numbers recorded and photographed at loading
- [ ] Marks on the cargo match the packing list exactly
- [ ] Gross weight is accurate and within axle load limits for the vehicle
- [ ] Nothing in the load is undeclared, including packaging, samples and personal items
People who need to be reachable
- [ ] The consignee, or someone with authority to answer a query
- [ ] The clearing agent
- [ ] Whoever can authorise payment of the assessment
A consignment can be held for a day because nobody could be reached to confirm a detail or release funds.
What each item actually prevents
| Item | What it prevents |
|---|---|
| Documents that agree with each other | Verification queries, the most common delay |
| Certificate of Conformity | A consignment that cannot be cleared at all |
| Accurate packing list | A long examination |
| Supportable invoice value | A valuation dispute |
| Importer registration | Being unable to lodge the entry |
| Recorded seals | Disputes over integrity on transit cargo |
| Reachable consignee | Idle days waiting for an answer |
Set expectations on timing
Nimule and Elegu form a busy crossing, and queues there are normal. Traders using the corridor have also reported repeated verification and multiple checkpoints along the route. Treat published transit times as estimates for normal conditions, and leave slack in any commitment you make to your own customers.
